I didn't work in journalism, but I recall the phrase from my early days in business in the late 1970s when we were 'taught' how to structure a business letter/report/presentation etc. Those steam-driven days when it took much longer to produce such things. Being concise and precise was paramount. In the military world, to which I was connected for some thirty-odd years there is a term BLUF. 'Bottom Line Up Front' i.e. state the important points first.
Or as is said in journalism, 'never bury your lead'.
